Bucky Barnesが拘留され、Steve Rogersがコマンダーの立場にある今、新たなるCaptain Americaが誕生した。だが彼はデビュー初日にA.I.M.に囚われてしまい、Steveは救出に向かうが…。

無事、新Captain Americaを助け出すSteve Rogersでしたが、彼は怒っていました。
新Capに向かい、コスチュームを脱ぐように云うSteve。君には任せられないと。
従う新Capでしたが、シンボルとしてのCaptain Americaは国民のためにも必要だと訴えます。誰かがやらなければならないと。その目はSteveに向けられていました。

実は、新Capを作らせたのも、A.I.M.に誘拐させるよう仕向けたのもNick Furyの仕業でした。
それはすべて、Steve RogersにCaptain Americaに戻ってもらうため。
Captain Americaに相応しいのは自分しかいないとSteveに気づいてほしいNickなのでした…。
