無関係な人々の殺しは増え、しかしFrank(Punisher)に手を下そうとしないBullseye。そしてFrankは、警官殺しで今や追われる身。KingpinはBullseyeとの契約を取りやめようと考えるが…。

後半。

キャラがしっかり描けていますね。
Bullseye, Frankの狂気が特に浮き彫りになっています。

Frankの数十箇所にある隠れ家は全て摘発され、武器もすべて没収されてしまいます。
Frankは爆弾騒ぎを起こし警察の目を逸らし、その隙にKingpinのビルに侵入。
ついにBullseyeとの死闘が始まります。
家族が殺害されたとき、Frankがそれを止めることができなかったことに疑問を持つBullseye。
「妻が死ぬ間際にお前が何を言ったのか、俺は知ってるぞ」といわれ動揺するFrank。
Kinpinを仕留める寸前までいったものの、Bullseye共々警察に捕まってしまう満身創痍のFrankでした…。
